Whether it is home-to-school transportation, only for eligible students in special education programs or for student field trips, school districts are required to provide safe and orderly transportation in properly maintained and certified buses, as well as meet legal requirements involving driver testing or appropriate training for drivers and vehicle maintenance staff.
TSS recognizes that these high-risk services, particularly those involving transportation of special education students, can be rather costly for school districts to provide. Typically, transportation program causes one of the largest contributions from general fund and a frequent and significant liability for a school district. An efficiency study of this program can be a useful tool to ensure that the scarce resources available for transportation are utilized optimally.
